It's a custom of respect to kiss the mezuzah on the doorpost on entry/exit - to show appreciation for the mitzvah (commandment) in the Torah.
The device is an electric mezuzah kisser. The ad says (in hebrew), "we dont' have an electric mezuzah kisser, but for all your other appliance needs..."
